Logistics costs account for a large part of the Indian non services GDP compared to
other developed nations. Comprehensive Port Connectivity plan has been prepared
under PM Gati Shakti National Master Plan. Focus areas have been identified (a) to
improve logistics efficiency and cost competitiveness for maritime logistics (b)
Cargo Modal Shift and Coastal Shipping (c) Reducing Cost of Doing Business (CoDB)
and (d) Improving Operational Efficiency and Evacuation at Ports.
Sagarmala is an ambitious national initiative aimed at changing India’s logistics
sector performance, by unlocking the full potential of India’s coastline and
waterways. The Sagarmala programme is a significant move away from “port
development” to “port-led development”. The five pillars of “port-led development”
envisaged by Sagarmala are port modernisation, port connectivity, port-led
industrialization, coastal community development, and coastal shipping or inland
water transportation. Sagarmala aspires to reduce logistics costs for EXIM and
domestic cargo leading to overall cost savings of INR 35,000 to 40,000 cr. per
annum. Sagarmala aspires to reduce carbon emissions from the transportation
sector by 12.5
MT/annum. The concept
of "port led development"
is central to the Sagarmala
vision. As part of the
Sagarmala Programme,
more than 574 projects at a
cost of 82 billion US Dollars
or Rs 6 lakh crores have
been identified for
implementation during
2015 to 2035.
